"Draft", the local people's governments at all levels shall ensure that the relevant government act in accordance with the relevant laws and regulations and the requirements of fair competition, keep the competition order of the courier industry, shall be issued in violation of fair competition and may cause regional blockades and trade policy measures.
The draft provisions of article twelfth, the local people's government at or above the county level public security, transportation and other departments and postal management departments should strengthen coordination and cooperation, establish a sound mechanism to ensure delivery of transport, security courier service vehicles and the temporary stop rights according to law, shall not be prohibited courier services in accordance with the vehicle traffic.
At the same time, the draft regulations, business express business enterprises to stop operating, shall be 10 days in advance to inform the public, postal administrations in writing, to express business license, and shall not handle express delivery.
In addition, the draft also mentioned the forty-second, if the business express business enterprise in violation of regulations acts, by the postal administrations to make corrections, confiscate the illegal income, impose a fine of 10 thousand yuan to 50 thousand yuan fine; if the circumstances are serious, impose a fine of 50 thousand yuan to 100 thousand yuan fine, and can be ordered to suspend or revoke the express business license.
